NORMAN — Tate Sandell is officially the best placekicker in college football. The University of Oklahoma redshirt junior was announced as the school's first-ever winner of the Lou Groza Collegiate Place-Kicker Award during The Home Depot College Football Awards show live on ESPN Friday night.
